The National Health Service (SSN), established by law n.833 of 1978, provides health care to all citizens regardless of gender, residence, age, income and work and it is based on the following fundamental principles:
• public responsibility for health protection;
• universality and equity of access to health services;
• overall coverage based on the care needs of each person, in accordance with the essential levels of assistance;
• public financing through general taxation;
• “portability” of rights throughout the national territory and reciprocal assistance with other regions
